PRESS RELEASE*
At the session of the Government of the Russian Federation on March 20, 2008 the following decisions were made on questions under consideration.
1. On the Action Plan to Achieve Quantitative and Qualitative Figures Set for 2008 for the Ministry of Transportation of the Russian Federation.
The Government of the Russian Federation took into consideration the report of the Minister of Transportation of the Russian Federation on the subject.
At the meeting, the Government approved the proposed Action Plan. Ministry of Transportation of Russia needs to ensure adjustment of parameters of the mentioned plan by 2010, after approval of the corresponding program documents.
Ministry of Transportation of Russia must submit the list of inhabited localities to be provided with hard surface roads by 2008 to the Government of the Russian Federation by April 15, 2008.
Ministry of Transportation of Russia, Ministry of Economic Development of Russia, Ministry of Finance of Russia, Ministry of Regional Development of Russia, Ministry of Industry and Energy of Russia are entrusted to accelerate their coordination and timely submit amendments to the federal target program “Updating of Transportation System of Russia (2002-2010),” with its duration extended to 2015 and its title changed to “Development of the Transportation System of Russia (2010-2015).” Herein, the questions brought up at the meeting concerning development of transportation infrastructure of the Republic of Tatarstan and Kaluga Region need to be considered.
Ministry of Transportation of Russia, Ministry of Economic Development of Russia, Ministry of Finance of Russia, Ministry of Industry and Energy of Russia, Ministry of Education and Science of Russia, Ministry of Regional Development of Russia, Federal Antimonopoly Service of Russia, Federal Tariffs Service of Russia together with other interested federal executive bodies and with participation of the “Russian Railways” OJSC, “Gazprom” OJSC, and “Unified Energy Systems of Russia” OJSC need to conclude the refining of the draft project of a development strategy for railway transportation of the Russian Federation by 2030, and submit it to the Government of the Russian Federation by May 20, 2008.
Federal Antimonopoly Service of Russia, Ministry of Economic Development of Russia, Ministry of Regional Development of Russia, Ministry of Industry and Energy of Russia, Ministry of Natural Resources of Russia in cooperation with executive bodies of the constituent entities of the Russian Federation are entrusted to prepare and submit to the Government of the Russian Federation recommendations on measures to achieve stabilization of prices for building materials used in construction of transportation infrastructure objects, including measures that involve development of exchange business, and improved quality of the materials.
Ministry of Finance of Russia, Ministry of Economic Development of Russia, Ministry of Transportation of Russia, Ministry of Regional Development of Russia with participation of the Bank for Development and Foreign Economic Affairs, in accordance with commissions given before, need to ensure submitting to the Government of the Russian Federation of recommendations on the mechanism to provide guarantees from the federal budget to concessionaires, in order to reduce the risks that may arise in case of insufficient demand for services of toll roads.
Ministry of Transportation of Russia, Ministry of Economic Development of Russia in cooperation with Kaluga Region administration are entrusted to consider the question of Kaluga Airport (Grabtsevo) transferred into the property of the constituent entity of the Russian Federation.
2. On Results of Privatization of Federal Property in 2007 and on Supplements to Forecasted Plan (Program) of Privatization of Federal Property for 2008.
The Government of the Russian Federation took into consideration the report of the Minister of Economic Development and Trade of the Russian Federation on the subject.
At the meeting it was noted, that privatization of federal property in 2007 had been realized in amounts less than set by the forecasted plan (program) of privatization of federal property for 2007.
Federal executive bodies, to competence of which state unitary enterprises belong, are entrusted to take inventory accounts and prepare entitlement documents for objects of federal property settled by right of economic management to these enterprises, and also ensure registration of rights for results of research and development activities.
The results must be submitted to the Ministry of Economic Development of Russia by July 1, 2008.
Ministry of Economic Development of Russia in cooperation with interested federal executive bodies are entrusted to prepare and submit recommendations on measures to improve the efficiency of federal property privatization, with particular attention paid to:
- reduced terms for preparation of federal property objects for privatization, including documentation and registration of property rights of the Russian Federation for federal property objects settled by right of economic management to federal unitary enterprises, and also rights for results of research and development activities;
- simplified privatization procedures, elimination of unwarranted limitations to federal property privatization, ensured informational clarity of privatization processes, and creation of favorable conditions for development of small and medium entrepreneurship;
- improved effectiveness of activities of federal executive bodies and other organizations, in order to ensure a balanced character of federal property privatization process.
A.D. Zhukov must consider the proposed recommendations.
At the meeting, the Government of the Russian Federation approved in substance the draft regulation on amendments to the forecasted plan of federal property privatization for 2008.
Ministry of Economic Development of Russia, Ministry of Agriculture of Russia, Ministry of Industry and Energy of Russia, Ministry of Defense of Russia, Ministry of Natural Resources of Russia, with participation of other interested federal executive bodies and with due consideration of remarks and recommendations, need to refine the specified draft regulation of the Government of the Russian Federation in the part of questions concerning privatization of livestock breeding organizations, that should be included into “Russian Federal Center for Reproduction of Agricultural Animals” OJSC, flax seed growing stations, enterprises within the sphere of competence of the Ministry of Defense of Russia, geological organizations, and also organizations of military-industrial complex that should be included in the State Corporation “Rostechnologies.”
The refined draft regulation should be submitted to the Government of the Russian Federation within two weeks.
Ministry of Economic Development of Russia should quarterly report on the implementation progress of the forecasted plan (program) for federal property privatization for 2008 to the Government of the Russian Federation, by the 15th day of the month following the reporting period.
3. On Measures to Ensure Implementation of Seasonal Agriculture Field Operations in 2008.
The Government of the Russian Federation took into consideration the report of the Minister of Agriculture of the Russian Federation on the subject.
Ministry of Agriculture of Russia, with participation of interested federal executive bodies and executive bodies of constituent entities of the Russian Federation, are entrusted to ensure coordination of measures connected with the implementation of seasonal agricultural field operations in 2008.
Ministry of Industry and Energy of Russia, Ministry of Economic Development of Russia, Ministry of Agriculture of Russia in cooperation with executive bodies of constituent entities of the Russian Federation need to take measures to satisfy the needs of regions of the Russian Federation for lubricants in the amounts necessary to implement seasonal agriculture field operations in 2008, including needs for diesel fuel and motor petrol.
Ministry of Agriculture of Russia, Ministry of Economic Development of Russia, Ministry of Industry and Energy of Russia should monitor prices of lubricants and fertilizers supplied to agriculture.
Federal Antimonopoly Service of Russia should intensify control over observance of antimonopoly laws in the Russian Federation by suppliers of lubricants and fertilizers in the period of seasonal agriculture field operations.
Ministry of Economic Development of Russia and Ministry of Agriculture of Russia need to:
- develop measures for the protection of domestic agricultural producers, including measures of tariff and non-tariff regulation of meat imports;
- organize constant monitoring of price formation in production of agricultural output.
The corresponding recommendations must be submitted to the Government of the Russian Federation by April 1, 2008.
The Government of the Russian Federation recommended:
- "Rosselkhozbank" OJSC, “Sberbank of Russia” OJSC to organize giving credits to enterprises providing maintenance and equipment of agriculture for the purpose of timely preparation of agricultural machinery for seasonal agriculture field operations on the basis of concluded agreements;
- “Rosagroleasing” OJSC is to ensure timely supply of agricultural machinery for seasonal agriculture field operations of 2008 in accordance with concluded agreements.
Executive bodies of constituent entities of the Russian Federation are advised:
- to implement a set of measures to increase the acreage of seed and leguminous crops by way of involvement of uncultivated arable land;
- ensure the performance of obligations assumed by agreements concluded with the Ministry of Agriculture of Russia on the implementation of measures stipulated by the State Program of Agriculture Development and regulation of agricultural production markets, raw materials and food for 2008 -2012;
- develop recommendations to stimulate agricultural producers for purchasing of petrochemicals on the exchange market basis;
- create regional offices for coordination of work on the preparation and implementation of seasonal agricultural field operations.
4. On Draft Federal Law “Regulation on discipline of employees of internal waterway transportation.”
At the meeting, the Government of the Russian Federation approved the proposed draft federal law and decided to introduce it into the State Duma.
5. On Draft Federal Law “Regulation on discipline of employees of sea transportation.”
The Government of the Russian Federation approved the proposed draft federal law and decided to introduce it into the State Duma.
6. On Draft Federal Law “On amendments to specific enactments of the Russian federation in connection with approval of the federal law: On Confirmation of Convention reconsidering the Convention of 1958 on sailor identity cards (Convention No. 185).”
At the meeting, the Government of the Russian Federation approved the proposed draft federal law and decided to introduce it into the State Duma.
7. On Amendments to the Regulations of the Ministry of Industry and Energy of the Russian Federation.
The Government of the Russian Federation approved the draft regulation on the subject.
8. On Amendments to Regulation of the Federal Antimonopoly Service.
At the meeting, the Government of the Russian Federation approved the draft regulation on the subject.
