PRESS RELEASE*
At the session of the Government of the Russian Federation on March 6, 2008 the following decisions were made on questions under consideration.
1. On Measures to Prepare the Draft Concept for the Long-Term Social and Economic Development of the Russian Federation until 2020.
The Chairman of the Government of the Russian Federation entrusted the Ministry of Economic Development of Russia to send, within one week, the draft strategy for the long-term social and economic development of the Russian Federation until 2020 to interested federal executive bodies for their approval.
Heads of federal executive bodies need to ensure quality refinement of the draft concept developed by the Ministry of Economic Development of Russia. Within their fields of competence, they should work out specific measures to implement the tasks set by the President of the Russian Federation, having discussed provisions of the suggested draft concept with representatives from the public, scientific and business circles.
The corresponding suggestions should be submitted to the Ministry of Economic Development of Russia by April 1, 2008.
Based on recommendations prepared and submitted by the federal executive bodies, the Ministry of Economic Development of Russia needs to refine the draft concept of long-term social and economic development of the Russian Federation until 2020 and submit it to the Government of the Russian Federation for consideration during a session in May 2008.
Ministry of Economic Development of Russia, Ministry of Finance of Russia, Ministry of Industry and Energy of Russia, Ministry of Health and Social Development of Russia, Ministry of Internal Affairs of Russia, Federal Antimonopoly Service of Russia with participation of interested federal executive bodies, Unified Energy Systems of Russia, Gazprom OJSC, and Russian Railways OJSC must develop the necessary measures to create favorable conditions for business activities. Such conditions should include measures for the elimination of excessive administrative limitations, provision of non-discriminatory access to resources for natural monopoly entities, and improved taxation system for small entrepreneurs.
The corresponding recommendations should be submitted to the Government of the Russian Federation by March 20, 2008.
A.D. Zhukov must consider the suggested recommendations, ensure implementation of the corresponding measures and report on the results by May 1, 2008.
The Governmental Commission on evaluation of work efficiency of federal and regional executive bodies is entrusted to prepare recommendations for implementation in 2008 of pilot projects for civil institutions monitoring the work of federal agencies that provide state services to citizens and legal entities.
Within one day, the Ministry of Economic Development of Russia, Ministry of Industry and Energy of Russia, and Federal Antimonopoly Service of Russia need to submit to the Government of the Russian Federation their recommendations on measures for government regulations to ensure the supply of mineral fertilizers to agricultural producers.
Federal Antimonopoly Service of Russia together with Ministry of Agriculture of Russia and executive bodies of the constituent entities of the Russian Federation are entrusted to analyze the current situation in connection with the growth in prices for lubricants, including those for agricultural producers. If necessary, the corresponding measures must be taken to limit the price growth in accordance with antimonopoly laws. The results of the work should be reported to the Government of the Russian Federation.
2. On the Action Plan to Achieve Quantitative and Qualitative Indices Set for Ministry of Agriculture of the Russian Federation for 2008.
The Government of the Russian Federation took into consideration the report of the Minister of Agriculture of the Russian Federation on the subject.
At the meeting, the Government of the Russian Federation approved in substance the action plan to achieve quantitative and qualitative indices set for the Ministry of Agriculture of the Russian Federation for 2008, submitted by this Ministry, with consideration of bringing the non-program actions of this plan into conformity with the established form of presentation.
Ministry of Agriculture of Russia together with interested federal executive bodies and executive bodies of the constituent entities of the Russian Federation must take necessary measures to implement the suggested action plan and report the results of the work to the Government of the Russian Federation in the 1st quarter of 2009.
Ministry of Agriculture of Russia, Ministry of Economic Development of Russia, and Ministry of Finance of Russia need to ensure confirmation of departmental target programs developed according to the State Program of Agricultural Development and Regulation of Agricultural Production Markets, Raw Materials and Food for 2008-2012.
The results of the work should be reported to the Government of the Russian Federation.
Ministry of Agriculture of Russia, Ministry of Economic Development of Russia, Ministry of Finance of Russia together with interested federal executive bodies and with participation of the Bank of Russia are entrusted to review the question concerning measures to decrease the influence of negative factors hindering the achievement of quantitative and qualitative indices set for Ministry of Agriculture of the Russian Federation for 2008, which had been brought up at the meeting.
The results should be reported to the Government of the Russian Federation.
Within two weeks, Ministry of Finance of Russia, Ministry of Economic Development of Russia, Ministry of Agriculture of Russia, with participation of the Bank of Russia are entrusted to prepare, with due consideration of the discussions which had taken place, recommendations to ensure the provision of credit to agricultural producers in order to carry out effectively their spring field operations. The recommendations should be submitted to the Government of the Russian Federation.
Ministry of Economic Development of Russia, Ministry of Agriculture of Russia, Ministry of Justice of Russia, Ministry of Industry and Energy of Russia, in cooperation with interested executive bodies and organizations are entrusted to prepare recommendations on the reduction of administrative limits for agricultural activities including:
- reduced payments for formation and registering of land allotted from agricultural (farming) lands;
- reduction of expenditures for the connection of agricultural producers to engineering infrastructure;
- advisability of preserving the issuance of quarantine certificates for crop production items, including seeds of agricultural plants, in their transportation within the territory of the country.
The corresponding recommendations need to be submitted to the Government of the Russian Federation by March 17, 2008.
Deputy Chairman of the Government of the Russian Federation, Head of the Governmental Body of the Russian Federation S.E. Naryshkin must consider the presented recommendations and report on the subject by April 1, 2008 for further discussions at the session of the Government of the Russian Federation.
Federal executive bodies, which submit recommendations to increase funding allocations for implementation of measures to achieve quantitative and qualitative indices, set out in reports on results and main lines of activities for 2009-2011, must also prepare action plans for 2009-2011 in accordance with the set format, in addition to the justifications for budget funding allocations.
The corresponding materials should be submitted to the Government of the Russian Federation by April 15, 2008.
3. On Submitting of the Extradition Agreement between the Russian Federation and the Republic of Angola for Ratification by the President of the Russian Federation.
The Government of the Russian Federation approved the draft regulation on the subject.
4. On Amendments to the Regulations of the Ministry of Transportation of the Russian Federation.
At the meeting, the Government of the Russian Federation approved the draft regulation on the subject.
5. On Amendments to the Regulations of the Ministry of Health and Social Development of the Russian Federation.
The Government of the Russian Federation approved the draft regulation on the subject.
6. On Creation of an Organizing Committee for Preparation and Holding of the 5th World Congress of Finno-Ugric Peoples in the city of Khanty-Mansiysk in 2008.
At the session, the Government of the Russian Federation approved the draft regulation on the subject, with due consideration of the discussions which had taken place.
7. On Main Lines of Development of the Airfield (Airport) Network of the Russian Federation.
The Government of the Russian Federation took into consideration the report of Minister of Transportation of Russia on the subject.
At the meeting, the Government of the Russian Federation approved in substance the draft concept of development of the airfield (airport) network of the Russian Federation until 2020, with consideration of the necessity to refine the presented draft concept and an action plan for its implementation.
Ministry of Transportation of Russia with participation of interested federal executive bodies needs to prepare recommendations for improved regulations for specific types of activities at airports and a refined notion of a “federal airport,” and submit these to the Government of the Russian Federation by May 1, 2008.
