Responsibilities of members of the Executive Office of the Government of the Russian Federation in coordinating and supervising the activities of its structural divisions
Anton Vaino, Minister of the Russian Federation and Chief of Staff of the Government Executive Office organizes the operation of the Government Executive Office and is directly responsible for the following areas:
the implementation of the main areas of Government activity;
control and monitoring of the execution of the decisions and directives of the President of the Russian Federation and the Government of the Russian Federation;
the civil service, the training of management personnel and the formation and use of the federal personnel reserve;
the preparation of speeches for the Prime Minister.
Mr Vaino is in charge of coordinating the following structural divisions of the Government Executive Office:
the Department of Control and Monitoring of the Execution of Government Decisions;
the Department of Economics and Finance (including matters pertaining to the implementation of the main areas of government activity);
the Department of Civil Service and Personnel;
the Speechwriting Department, which writes speeches for the Prime Minister.
Igor Borovkov, Chief of Staff of the Military-Industrial Commission under the Government of the Russian Federation and Deputy Chief of Staff of the Government Executive Office, organises the work of the structural divisions of the Government Executive Office in the following areas:
metrology and technical regulation;
the defence industry and space exploration;
the nuclear industry and the use of nuclear energy;
mobilisation training and the mobilisation of state reserves;
the defence cooperation of the Russian Federation with other countries;
the regulation of exports, including goods, labour, services and information that can be used to develop weapons of mass destruction;
the Military-Industrial Commission under the Government of the Russian Federation.
Mr Borovkov coordinates the following divisions of the Government Executive Office:
the Department of the Defence Industry;
the Administration Department (matters pertaining to the Military-Industrial Commission under the Government of the Russian Federation);
the Department for the Support of the Military-Industrial Commission.
Vladimir Ostrovenko, Chief of Protocol of the Prime Minister and Deputy Chief of Staff of the Government Executive Office, organises the operation of structural divisions of the Government Executive Office in the following areas:
the preparation, protocol and organisation of events involving the Prime Minister and his deputies;
the establishment of advance and regular groups to prepare visits to Russian regions and abroad by the Prime Minister and his deputies;
international cooperation in the area of interaction with the protocol services of other countries;
support for the work of the Reception Office of the Prime Minister.
Mr Ostrovenko is in charge of coordinating the following divisions of the Government Executive Office:
the Protocol Department;
the Department of Support for the Reception Office of the Prime Minister.
Yevgeny Zabarchuk, Deputy Chief of Staff of the Government Executive Office, organises the operation of structural divisions of the Government Executive Office in the following areas:
the development of federative relations, local governments and performance evaluation of bodies of executive authority and local governments;
the implementation of the border policy, development of state border infrastructure and the customs service;
defence, law enforcement and security of the state, and emergencies prevention and relief;
education, science and high technology;
innovative activity and intellectual property;
the preparation of the minutes of the meetings of the Government and the Government Presidium;
the material and technical support of the Government Executive Office;
the prevention of corruption and other crimes.
Mr Zabarchuk is in charge of coordinating the following divisions of the Government Executive Office:
the Department of State Governance, Regional Development and Local Government;
the Administrative Department;
the Department of Science, High Technologies, and Education;
the Department of Documentation and Archives;
the Government Administration Department;
the Commission of the Government Executive Office on Providing One-Time Housing Subsidies to Federal Government Employees;
the Commission on the Compliance with the Requirements to the Conduct of Federal Officials of the Staff of the Government Executive Office and Conflict of Interest Settlement.
Vasily Kopylov, Deputy Chief of Staff of the Government Executive Office, organises the operation of structural divisions of the Government Executive Office in the following areas:
the development of industry, energy and transport;
the effective use of natural resources;
the development of the agriculture sector, food policy, and fisheries;
the implementation of state policy in the area of demography and social development;
the preparation and administration of meetings of the Government and the Government Presidium.
Mr Kopylov is in charge of coordinating the following divisions of the Government Executive Office:
the Department of Industry and Infrastructure;
the Department of the Agro-Industrial Complex;
the Department of Social Development;
the Department of Documentation and Archives in the preparation and administration of meetings of the Government and the Government Presidium.
Dmitry Peskov, Press Secretary to the Prime Minister and Deputy Chief of Staff of the Government Executive Office, organises the operation of structural divisions of the Government Executive Office in the following areas:
the provision of information support to the Government;
the implementation of state policy and regulation in the area of mass media, communications, the press, publishing and printing;
the implementation of state policy in the area of culture, the arts, cinematography, copyright and related rights, and tourism;
interaction with associations of art professionals and other public organisations and associations supporting and implementing projects and programmes in the area of culture, tourism, copyright and related rights, and youth policy;
the implementation of state policy aimed at projecting a positive image of Russia in the world;
information support for the 2014 Winter Olympic Games in Sochi;
the organisation and support of the interaction of the Prime Minister and his deputies with the mass media;
the coordination of the work of the press services of the federal executive agencies;
the organisation of the work of the Government Reception Office;
the maintenance of archives of informational materials on events involving the Prime Minister and his deputies.
Mr Peskov is in charge of coordinating the following divisions of the Government Executive Office:
the Press Service and Information Department;
the Department of Culture.
Anna Popova, Deputy Chief of Staff of the Government Executive Office, organises the operation of structural divisions of the Government Executive Office in the following areas:
economics and finance;
federal property management;
the drafting of proposals for the agenda of the Government and the Prime Minister;
the development of information technologies and communications;
legal support for the Government Executive Office;
the improvement of state governance as well as the preparation and implementation of the administrative reform;
the coordination of the activities of the governmental plenipotentiary envoys to the Federation Council, State Duma, Constitutional Court, Supreme Court, and Supreme Arbitration Court.
Ms Popova is in charge of coordinating the following divisions of the Government Executive Office:
the Department of Economics and Finance;
the Department of Information Technologies and Communications;
the Legal Department;
the Department of State Governance, Regional Development and Local Government in matters pertaining to the improvement of public services and the implementation of administrative reform.
Yury Ushakov, Deputy Chief of Staff of the Government Executive Office, organises the operation of structural divisions of the Government Executive Office in the following areas:
the implementation of foreign policy;
foreign economic operation, foreign trade, and customs and tariff regulation;
the coordination of the international contacts of the Prime Minister, his deputies, and the Chief of Staff of the Government Executive Office;
the preparation of international events attended by the Prime Minister and his deputies;
Russia's accession to the WTO;
the implementation of state policy regarding compatriots abroad;
the establishment of a uniform procedure for providing housing to employees of the Government Executive Office.
Mr Ushakov is in charge of coordinating the following divisions of the Government Executive Office:
the Department of International Cooperation;
Housing Commission of the Government Executive Office.
The heads of the secretariats of the First Deputy Prime Ministers, Deputy Prime Ministers, and the Deputy Prime Minister and Chief of Staff of the Government Executive Office monitor the implementation of directives issued by the First Deputy Prime Ministers, Deputy Prime Ministers, and the Deputy Prime Minister and Chief of Staff of the Government Executive Office, respectively, to the structural divisions of the Government Executive Office and also coordinate events to be attended by the First Deputy Prime Ministers, Deputy Prime Ministers, and the Deputy Prime Minister and Chief of Staff of the Government Executive Office.
In the event of a temporary absence of the Deputy Prime Minister and Chief of Staff of the Government Executive Office, his duties shall be performed by one of his deputies in accordance with a written decision.
In the event of a temporary absence of one of the Deputy Chiefs of Staff of the Government Executive Office, the following substitutions shall be made:
Vasily Kopylov stands in for Igor Borovkov;
Igor Borovkov stands in for Vasily Kopylov;
Dmitry Peskov stands in for Vladimir Ostrovenko;
Vladimir Ostrovenko stands in for Dmitry Peskov;
Anna Popova stands in for Yevgeny Zabarchuk;
Yevgeny Zabarchuk stands in for Anna Popova;
Dmitry Peskov stands in for Yury Ushakov.
