The Ministry of Regional Development is a federal agency under the executive branch responsible for drafting and implementing national policy and legal regulation with regard to:
• the socio-economic development in Russia's constituent regions and municipal entities, including the Extreme North and Arctic regions
• administrative and territorial structure of Russia
• delineation of responsibilities within the common authority of the federal executive bodies, regional executive bodies and local governments
• border cooperation, construction, architecture, city development (excluding state technical registration and inventory of capital construction projects) and housing and utilities
• the nationalities policy and ethnic relations in Russia, as well as the protection of rights of ethnic minorities and small indigenous groups.
