The Federal Medical-Biological Agency is a federal body of executive authority responsible for implementing national policy, providing state services and managing state property in the sphere of healthcare and social development, including:
• providing medical aid, organising medical and social examinations and the work of the blood donation service;
• control and oversight functions in the sphere of blood and blood-component donation;
• organising the provision of social benefits stipulated by Russian legislation for underprivileged social strata;
• control and oversight functions in the sphere of sanitary-epidemiological health of professionals working in industries with hazardous working conditions, including manned space-mission preparations, diving and caisson operations, and the population of specific territories on a list approved by the Russian Government (hereinafter referred to as organisations and territories receiving services), including the provision of services for those working in organisations and the population of territories receiving services (including the provision of services in the spa and health resort business, forensic medical and psychiatric examinations, human organ and tissue transplants).
